SCIDpda Mission: Seattle Chinatown International District Preservation and Development Authority (SCIDpda), a 50-year-old community development organization, serves one of the city’s most diverse neighborhoods. Its mission is to preserve, promote, and develop the Chinatown International District (CID) as a vibrant community and unique ethnic neighborhood. SCIDpda has been recognized locally and nationally for its innovation in three program areas: property operations, real estate development, and community economic development and engagement.  SCIDpda currently has 50 culturally competent staff, many whom speak a language other than English, which enables them to interact with our community.  Our staff have a deep love for the Chinatown International District, and understand the importance of our organization in serving the district.

 

General Nature & Scope:  The Resident Support Coordinator (RSC) reports to the Senior Community Development Manager (20%) and Senior Housing Manager (80%) and is part of the Property Management Team.  The RSC will work with Community Initiatives staff to support SCIDpda’s neighborhood-wide activities.  A majority of the RSC’s time will be spent working with the housing team to ensure the needs of SCIDpda residents are being served.  The role ensures that our properties are a platform to meet our mission and values through community building, behavioral health supports, and meeting basic needs.

 

Essential Duties:

  1. Behavioral Health & Property Management Supports
    • Identify and coordinate case management elements that will be provided by case managers from outside provider organizations.
    • Intervene in crises and assist with building rule enforcement and lease compliance as necessary.
    • Provide information and referral services to residents as needed.
    • Provide education and support for residents to ensure success as leaseholders.
    • In collaboration with residents, building manager, and their treatment team, develop and track the progress of a housing stability plan.
    • Assist with unit inspection preparation in collaboration with the treatment team.
    • Regularly review and modify participating resident’s housing stability plan to address housing retention barriers, and report progress to appropriate property management staff.
    • Assist with accessing supports to assist with housing stability.
    • Assist with facilitating communication between building managers and residents.
    • Document resident interactions appropriately.
    • Advocate for residents’ access to community resources and services, ensuring that residents’ needs are met and rights maintained; consult and collaborate with external community providers to ensure continuity of care.

 

  1. Community/Neighborhood-wide Initiatives
    • Support outreach and engagement efforts to residents in conjunction with CI Staff
    • Elevate resident livability issues (ex. transportation, education, walkability) to CI staff and work with staff to troubleshoot solutions

 

  1. Community Building, SCIDpda Resident Engagement, Basic Needs Coordination
    • Facilitate engagement of residents through creative, resourceful strategies that build trust and confidence.
    • Assist building manager to plan and implement community building events and activities at SCIDpda Buildings
    • Assist in the creation, distribution, and completion of the Annual Residents Survey
    • Assist housing team in understanding and responding to the needs of families with Seattle Public School students living in SCIDpda housing.

  • Proficiency in Windows-based computer programs (Microsoft Office); Yardi proficiency desirable.

General Nature & Scope

The Real Estate Development Associate reports to the Director of Real Estate. SCIDpda seeks an Associate to support the Real Estate Development team on multiple community development projects in all aspects of project development from feasibility analysis, acquisition, pre-development, funding applications, legal due diligence, project team selection, loan closings, documentation management, construction management, lease-up support, project close-out, and other relevant tasks requested.

 

Essential Duties and Responsibilities

  • Project Feasibility and Funding Source Development
    • Assists in acquisition of properties from purchase agreement to acquisition closing;
    • Provides research and support to developers for project budgets;
    • Assists in preparing clear and effective drafts of private and public funding applications;
    • Participates in and coordinates selection of architect, general contractor, and other consultants;
    • Assists in researching and coordinating information required for construction-related documents, including permits and utility applications;
    • Supports in the building design process with architects, including sustainability requirements (e.g. Evergreen Sustainable Design Standard);
    • Assists with financial closings of construction and permanent loans, including assembling required materials for funders;
    • Completes archiving of project files, with clear file organization and structure;
    • Communicates tasks and deadlines regularly to funders, internal organizational teams, and other project stakeholders.

 

  • Construction Management, Lease Up, and Close Out
    • Supports the department in assembling monthly funding disbursement requests to funders during construction, including organizing invoices and updating project budgets;
    • Participates in regular construction meetings to help ensure flow of communication throughout the construction process;
    • Maintain accurate and functional filing system for all construction process documents including draws, change orders, meeting minutes, etc.;
    • Supports Property Operations and Marketing/Leasing Teams with (pre)leasing activities;
    • Assists in tracking and submitting required documentation for capital contributions, retention releases, and permanent loan conversion.

 

  • External and Internal Development
    • Supports team development activities to improve SCIDpda performance and environment;
    • Understands and supports SCIDpda’s mission, goals, and values;
    • Shows willingness to take on additional projects and tasks as needed;
    • Demonstrates a commitment to development within a “community context.”

General Nature & Scope: The Seattle Chinatown International District Preservation & Development Authority (SCIDpda) is seeking Housing Operations Manager: Compliance.  This position will be responsible for all compliance aspects of the housing (80%) and provide input and back up coverage for general housing operations (20%).

 

General Nature & Scope: This position will ensure properties are in strict compliance with all rules and regulations set forth by SCIDpda and other funding/regulatory bodies.

 

Essential Duties: Example: Include the following:

 

Compliance

  • Review and approve tenant files (Move In, Annual Reviews) to ensure completion and compliance requirements are met
  • Coordinate submissions of tenant files to 3rd party review organizations and funders as needed.
  • Coordinate and/or perform staff training to ensure compliance with all regulatory requirements
  • Update and/or create forms and policies to ensure ongoing regulatory compliance
  • Coordinate implementation of wait list and tenant selection plan policies and procedures in accordance with regulatory compliance
  • Ensure that the rents allowed under the regulatory programs are being achieved
  • Coordinate SHA Project-based Section 8 contract renewals
  • WBARS reporting and response
  • Coordinate Yardi updates for new rent and utility allowance amounts upon publication/update with the assistance of the Housing Specialist
  • Monitor and apply applicable tax credit and funder percentage requirements
  • Maintain/monitor tenant files with the assistance Building Managers and Assistant Building Manager
  • HUD Compliance for select properties – 3 properties with 61 units
  • HAP contract renewals including AFHMP and Rent Comparability Studies as needed
  • MOR coordination and response
  • TRACS monthly billing through Yardi
  • New applications as needed
  • Process Tenant certifications: Move In, Annual Review, Interim Certifications and Gross Rent Changes
  • Manage HOTMA required changes, i.e. new leases for all existing tenants
  • Manage Waitlists

 

Policy

  • Develop consistent housing processes with and for property operations staff
  • Assist with creation and implementation of property operation policy and procedure manual

 

Department Administration and Management

  • Train Building Managers, Assistant Building Managers and Housing Specialist in order to create back up
  • Work with Senior Housing Manager to ensure that operations staff having the training and skills to be successful at their jobs
  • Work with Senior Housing Manager and Housing Specialist to create a robust administrative team
  • Assist with the development of Property Operations budgets as needed
  • Perform other department duties/tasks as needed
  • Work with Building Managers and Housing Specialist to maintain updated management plans for each property, with annual property plans as needed.

 

Requirements:

  • BA with some additional course work or experience in Administration and/or Property Management and affordable May be substituted with additional experience
  • Minimum 2 years in Multifamily housing programs to include: Knowledge of Landlord/Tenant Law, HUD, WSHFC Tax Credit occupancy and compliance regulations and experience in property management preferred.
  • Strong communication skills, both oral and written
  • Knowledge of and experience in Tax Credit, HUD, and Section 8 regulations

 

Preferred Qualifications:

  • Experience in Affordable Property Management/Operations preferred
  • Knowledge of Landlord/Tenant Law preferred
  • Experience working with low-income, communities of color and diverse populations
  • Experience with Yardi Voyager and Rent Cafe or similar programs
  • Certified Occupancy Specialist (COS), Spectrum Certified Credit Compliance Professional (CP3) or equivalent certifications
